Transparency
Transparency through verifiable outcomes.
Transparency in the Canmore Legacy system means that anyone can verify that community funding is being generated and transferred as described. It focuses on visible results and independent confirmation.
What transparency means here
Transparency in this system does not mean turning a private company into a public one. It means that the outcomes of the system are visible, trackable, and verifiable: how much community funding is generated, when it is transferred, and who receives it.
What is published
Monthly donations
- Each donation is published when it is made
- The amount and date are shown
- Donations are made monthly
Running total
- A cumulative total is maintained
- Shows long-term growth of the system
- Publicly visible at all times
These are published by Guardian Utilities on a public page: guardianutilities.ca/donation.html
Independent confirmation
Community funding currently goes to the Canmore Hospital Foundation, which is an independent organization with its own governance and reporting obligations.
- The Foundation receives the funds directly
- The Foundation issues an official charitable donation receipt
- This provides independent confirmation that the transfer occurred
This means the confirmation of funding does not rely only on Guardian's own reporting.
The rules are public
The structure of the system is not discretionary or hidden.
- 60% of membership fees are allocated to community funding
- The Canmore Hospital Foundation is the anchor beneficiary
- Future Community Partner rules will be published before launch
- Reported outcomes must match these rules
Separation of roles
Guardian Utilities
Operates the utility business and makes the transfers.
Canmore Legacy
Explains the model and documents the structure.
Hospital Foundation
Receives and allocates funds independently.
No single organization controls every part of the system.
Ongoing, not one-time transparency
Transparency in this system is continuous. The public record grows month by month. It does not depend on occasional reports or special announcements.
A clear boundary
Guardian Utilities is a private company. Transparency in this system focuses on verifiable community outcomes and fund flows, not on publishing internal business operations, contracts, or competitive information.
